There are alot of different types of materials that are used to stop ballistic rounds fired from a handgun or shotgun. Most well know of the materials is Kevlar, which is a woven fabric that when layered is designed to literally "CATCH" the projectile and prevent it from penetrating the body. Although it is not designed to prevent "Stab attacks" it will stop a slash type attack.
