Senators are allowed to speak for or against a bill and a vote can not be taken until the everyone has had a reasonable opportunity to speak. However, there is a tactic known as the filibuster in which a senator or a group of Senators speak for no purpose except to delay a vote on the bill. The Senate can vote to end debate but this action currently required a 60% majority , so unless 60% of the senators want to end debate and get a vote, the debate can go on until the bill is withdrawn without a vote and the bill dies .

In the United States Senate, there needs to be 60 Senators who vote to end all discussion or debate about a given bill or issue and have it move to a floor vote. The United States House of Representatives do not allow filibusters, since each member has a time limit on how much they can speak (or stall) about a piece of legislation. Filibusters can occur in the Senate for as long as there is are no group of 60 Senators who vote to stop them.
This is not strictly true. A simple majority of one more than half suffices to pass a bill. However, a 3/5 majority is required in the Senate to end debate and force a measure to a vote, so a 3/5 is needed to ram a controversial law through.
On February 22, 1860 a bill to end slavery was returned to the House after the Governor returned the bill unsigned, essential vetoing the bill. On February 25th the bill was voted on by the Council and passed with a 9 to 4 vote, overriding the veto.
