(in the US) ANYBODY can sue ANYONE for ANYTHING. Disclosing information contained in a 'confidential' letter to someone else,is not a criminal offense, unless it involved divulging government classified material - OR - it involved opening someone else's mail (a violation of US Postal Regulations).
Under normal circumstances you would not share confidential information, but exceptions can be made if human life is at stake (for example, if you have received confidential information that someone intends to commit a murder) or if ordered by a judge to divulge the information.

You can report to the cyber crime if someone does that. However if there is no personal information, there is no need. You need to panic only if you have personal information.
Someone who has "loose lips" is characteristic for being overly talkative, especially with respect to revealing information which is private or confidential.
The only reason that you would need to pass on confidential doctor-patient information is when your patient is in danger. If they are going to hurt or kill themselves, or someone has threatened them or hurt them in any way, then you are required to get them help, and the only way to do that is to tell someone. It is completely ethical and moral for you to share confidential information in this situation.
