The final section of the US Constitution is the Twenty-seventh Amendment. It prohibits a pay increase or decrease for Congress until the start of the next term.
The 27th Amendment to the U.S. Constitution prohibits any law that changes the salary of Congress until after the start of the following set of terms. It took this amendment over 200 years to be implemented in the Constitution after ratification.

In 1778 the Continental Congress approved the articles of confederation. The Articles of Confederation created a central government that was too weak to support the new nation. In February of 1787 plans were made to make changes to the articles. After much debate the Congress decided to start anew with what is now known as the United Stated Constitution.

The 16th amendment to the United States constitution allows congress to levy a tax on income. It was ratified when 3/4 of the total number of states (36, as there were, at the time, 48 states) approved the amendment as of February, 1913.
Ratification of the Constitution by the State of New Hampshire happened on June 21, 1788. New Hampshire was the ninth state to do so, and with its ratification, the Constitution was officially in effect. Once the Congress of the Confederation received word of New Hampshire's ratification, it set a timetable for the start of operations under the Constitution, and on March 4, 1789, the government under the Constitution began operations.
From 1789 to 1933, the terms of U.S. Senators and U.S. Representatives always started on March 4 of odd-numbered years. The 74th Congress (1935-1937) was the first to start on January 3, after the 1933 ratification of the 20th Amendment to the U.S. Constitution.
