A Mafia boss could order his henchmen around or even to a suicide mission. The Mafia is involved in selling drugs, prostitution, and lots of other illegal business. He could bribe the police (corrupt police) or sometimes he just disguises the business and claims it's some orphanage for sexy girls in skimpy suits, or anything he wants. For reference watch the whole series of "The Godfather" or "Scarface". I know this because one of my friends is in an illegal gang. Hope this helps.
