The short answer.. none.
States share DRIVER licensing information with each other and until you have satisfied the State where your current (or expired) DRIVER'S LICENSE is suspended, you will likely be denied being granted one from any other State.
States also require you to be a RESIDENT of the State for a period of time before you can even get a license from that State.

So long as the suspension of your VA license is active, no. You'll need to appeal to VA and pay the reinstatement fees if they say yes.

No
No. You have to clear the suspension before any state will give you a drivers license.
Probabaly not, states communicate with each other when you apply for a drivers license and show a previous address out of state. California will check Oregon records and advise you to settle any outstanding suspensions, court fees or court appearances in that state prior to you being eligible for a CA license. Also it is illegal in most states to possess more than one drivers license from more than one state, meanining you surrender your previous state license when you apply for a license in another state.
No. When you apply for a license in any state, that department of motor vehicles will search under your name. A record of the expired suspended license will come up and you will be denied a drivers license. Driving without a license can eventually lead to jail. Believe me, I know from personal experience: Pay the fees, get your CA license taken care of and then get a valid TX license. You'll be happy you did.

Yes, however, the State in which you reside prefers you change your drivers license to that State. The one time I know of in which that really doesn't apply is if you are like me and travel a lot because of work.
