The judicial settles disputes over constitutionality, and balances the Congress and the executive by rulings.

The executive branch can approve laws from Congress, and is responsible for enforcing the laws. It also plays a big part in national defense. One balance is that the executive branch cannot conduct a war without Congress voting to make money available for it. But it can make small police actions on its own when there is no time to waste.
