A representative democracy
A republic does not always mean officials are elected. Democratic Republics, like the U.S., have systems in which officials are elected to represent their constituents. This system is used at the local, state, and federal (national) level.
States were given the power to decide for themselves how their electors would be chosen. I think it was assumed that state legislatures would chose the electors . Such a procedure would give the elected officials more power.
