Graffiti on public buildings, walls and so on - in fact, in any area that can be viewed by the public, is illegal and rightly so, as so much is unsightly, it can be offensive, and it costs a great deal of money to clean up - money that could be better spent on more productive or important things. If you must express yourself through 'art' then why not take up painting properly - join an art class or simply set up on your own, and if some of your work is sold (local art fairs/ eBay) you could end up having a very enjoyable hobby, give many people a great deal of pleasure rather than offense, and earn quite a bit of money for yourself too.

Graffiti is an art, it's appreciated by many people. If you're a talented graffiti artist, I think you should make it your concept.
Graffiti has changed a lot over time, graffiti started in the early 90's before graffiti was just for fun however nowadays there are a lot more damage the council are having trouble removing it.

graffiti is a positive experience already it is just not used in the correct place people put graffiti on walls and express a bad image. People who want to express positive graffiti should have a special place to do that

You need a spray can of paint. Graffiti is illegal and should only be done on places where it is allowed.
If a playground doesn't have a full time police force guarding it from trouble makers, it has graffiti on it. Since no normal playground has this, almost ALL playgrounds in America have graffiti.
