A law is "on the books" if it is enacted or is the most recent law. In the US, there are two types of laws: statutes and common law. Statutes are those laws that legislators pass in either state or Federal legislatures. These laws are considered "on the books" when they are enacted and effective (which may or may not be on the same date). Common law is the law arising from the courts, which usually results from interpreting statutes. This is "on the books" when a more recent case overrules an earlier one or one.
