What was the first document used as a form of government in the US?

The first type of government in the US was formed in 1775. This is the US Merchant Marine, or the Maritime Administration. They were the ones who had the task of making sure the military groups had supplies to fight the war, and make sure cargo was safely getting across the ocean.

Following the signing of the Declaration of Independence, the delegates to the Continental Congress formed a committee to devise a system of government for the newly independent colonies, now states. In 1777 the committee presented a plan called the Articles of Confederation, which set up a national government similar to the structure and operation of government as established under the Second Continental Congress. The Articles were ratified by all the states by March, 1781, and became our first system of government.
