Although the United States consisted of states under the Articles of Confederation, the ordinal numbers given to the original thirteen states are based on when they ratified the Constitution. The fifth state to ratify the U.S. Constitution, on 9 January 1788, was Connecticut.
It takes the President and two thirds of the Senate to concur to ratify a treaty necessary to admit a State to the Union.
Some states or people (like Virginia's Patrick Henry) thought that the Constitution did not adequately protect individual citizens' rights. Therefore, a Bill of Rights was added so more states would ratify the Constitution, and the American people were afforded more protection than with the Constitution alone. The Bill of Rights added a significant number of rights and privileges not given to citizens under the Constitution alone.

The States that did NOT ratify the US Constitution are: Alabama, Alaska, Arizona, Arkansas, California, Colorado, Florida, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Ohio, Oklahoma, Oregon, South Dakota, Tennessee, Texas, Utah, Washington, West Virginia, Wisconsin, Wyoming The Constitution was given to the thirteen original states to ratify. They became states of the union when they ratified the Constitution. Vermont was not one of the original thirteen colonies, but it ratified the Constitution as well. The other states were admitted to the Union by acts of Congress.They did not ratify the Constitution because that was not a requirement for admission to the union as a state.
