(3) Letter from W. F. Westerfeld to the Council dated 10/5/77 asking that a "Stop Here on Red" sign should be erected at the traffic light in Lemont. Manager Williams was instructed to answer Mr. Westerfeld, thanking him for his concern and telling him that a "No Right Turn on Red" will soon be installed."
