Martial law can only be implemented by an act of congress, and only in a specified area under attack by a foreign invasion. And only for a the period of time as needed to repel the invaders and restore the civil government.
All politicians, law enforcement as well as military have sworn an oath unto the Constitution, to defend it, as well as our Rights, against all enemies, foreign, as well as DOMESTIC. So, if there is no foreign army on your streets, but the president, and/or congress has declared martial law, they are committing treason and are DOMESTIC ENEMIES, and should be dealt with in the same manner as a foreign enemy.
