In general, fire fighters use a body harness for the same reason others who wear them do -- protection. Sometimes firemen work in shafts or on exposed areas high in the air. Under many of these circumstances, we'll see a firefighter put on a safety harness (and there are several different kinds). He'll be strapped into (wearing) the harness and will be hooked up to safety lines, or he might be tethered to a line that actually supports his weight so he can be, say, lowered into a hole in the ground to effect a rescue.

It's best to use only a harness made for a rabbit on a rabbit. Although a Jack Russel may be the same size as your rabbit, its body is shaped very differently. An ill-fitting harness that prevents a rabbit from moving normally could lead to serious injury.
