A Police Officer may run your plate for no reason at all, in fact we do it all the time to check the status of a vehicle. Since a license plate is out in the open, there is no "reasonable expectation of privacy". As far as checking you for warrants, you can run the registered owner (RO) of the vehicle for warrants but that might not be who is driving the vehicle. If the RO is ran and is found to have warrants the officer may initiate a traffic stop. If the driver is not the RO but still has warrants they will still be arrested because even though the officer was not looking for that person he was still acting in "good faith". However if your driving a vehicle and the RO has no warrants, but you do, the officer would need to have "probable cause" to pull the vehicle over to conduct a warrant check of the driver or ANY occupant of the vehicle. Unless that officer has prior knowledge of someone in the car with a criminal want in which case he may stop the vehicle on that basis. All running a license plate does is tell you the year and make of the vehicle, whether the registration is current, if its stolen or not, and who the registered owner is. Warrant checks are based on your personal information, D.O.B., Social Security number, name etc etc. Hope this helps.
