they are released and they can either take a bus or a taxi or they can call a family member to take them home.

Inmates who are about to be released are often informed by prison staff or their counsel if they have any. Most inmates keep track on their own of how much time they have left on their sentences.
No. Inmates don't get days off, ever. It's jail. It's the punishment for the crime they have committed.
Transportation for inmates being released from Chuckawalla Valley State Prison is the responsibility of the inmate. The prison does not provide transportation.
They're usually released into the army.
If the inmates wish education, they should be able to get it. If a person does not want to learn, he should not be forced to learn. That would be a waste of money.

You are going to have to get yourself a lawyer to help you on this one. This is a great idea, but there is one pitfall that is a problem .... 'where will this halfway house be?' Most neighborhoods will start pacing up and down their sidewalks because they don't want released inmates in their neighborhood. Generally the public will win out even if it takes months. This could be devastating finacially for the person running the Halfway house and to the released inmates. It would be a good idea to get governmental approval so you could perhaps get Grants to help run the Halfway House. It can be done, but there is a lot of red tape. Good luck
No one keeps statistics on these matters.
Compensate THEM for what? If they have completed the term of their sentence THEY have paid THEIR debt to society.
