When is passing illegal in driving?

It is illegal to pass when:

1. It is unsafe to pass;
2. There is oncoming traffic, even if you have the right to pass
3. When an official tells you not to pass;
4. When a road crew controls the flow of traffic, unless you are instructed to pass;
5. When there is ANY obstacle to your line of sight even if you have the right to pass;
6. When another vehicle creates an obstacle, unless you are 150% certain passing is safe AND legal;
7. There are two solid double yellow center lines
8. There is a dashed line on the other side but your side is solid yellow with no dashes.
