This would depend on local legal custom and terminology. Some terms would include "deferred prosecution" or "suspension in contemplation of dismissal."
Depending on the jurisdiction involved thes types or programs may be known by different names or euphemisms. I am personally familiar with a program known as "Pre-trial Diversion," but it could go by another name in other places. It can even be done under the auspices of the Probation program. ADDED Diversion
Unfortunately I have been through a pre-trial intervention program that put my
case on a dead docket. The program is a complete farce and waste of tax-payers money. Upon finishing this "program" I was never notified as to the outcome of my case. All I know is I can hire another attny and head down to the DA's office to find out. Given the nature of the government I choose to stay away from any DA's office.

As of the community, it is also the same with the excretory system. In the community's waste disposal programs, they eliminate wastes in the community. And in the excretory system, it also removes waste from our body.

At the very least there must be tolerance and some understanding for the people that carry out the law and those that decide the fate of ones who break those laws. Law enforcement and the courts must be open-minded that we live in a cultural 'melting pot'. Personal prejudice has no place in America's judical system. Multiculturalism within the criminal justice system, helps eliminate biases within the system, helps eliminate perception of biases from the public, and it's more likely that an investigation and prosecution can avoid wasting time by taking an investigation and prosecution in the wrong direction because of biases.
The community in Lois Lowry's novel "The Giver" gave up the ability to see color in exchange for a controlled and predictable society. This was part of their effort to eliminate pain and suffering, along with individuality and personal choice.
