Do as they ask. If you don't know why you were stopped, ask. It was probably a mistake on your part but sometime they do make mistakes. If you're out of state and you're stopped for something like talking on a cellphone(this is the only example i know and easy fix to) show them your call log. That way they can see when you made your last call and if it was a mistake you can go on with out a ticket.

(USA) When stopped by a law enforcement officer you should; if driving, turn on the overhead light, and place both hands calmly on the wheel while awaiting the officer to approach the vehicle. Answer any questions calmly and directly. If you are not driving you don't really have to do anything. Simply ask the officer if you're under arrest and if the reply is no go on about your business.

In European countries the same basic procedure is followed. However, there are countries with the European Union i.e. that have a "stop and search" policy for people who are on foot. Here the officer may request a search if they suspect you are i.e. carrying drugs, have implements that would cause injury (guns/knives) or that they have reason to believe you have implements on your person to engage the robbery or burglary. In this instance as with that above it is wise to comply and follow the procedure of the countries laws.
