If you have ever approached a large intersection in a sizable city, but the traffic lights are all blinking red, this would be a System is out of control situation. All vehicles must stop at the intersection barrier lines (crosswalk), then proceed when it is safe. When the System is in control, the intersection's right-of-way is being controlled by the lights, and the vehicles are flowing through the intersection in one direction while the vehicles in the crossing direction are waiting their turn... the system controls the flow.
On most vehicles pressing the brake pedal activates a brake light switch which is usually located near the brake pedal. It will be this switch that is faulty. Replacing it is probably the best option.
If the brake lights stay on that probably means the switch on the brake pedal that activates them is defective.

Logically, unless there were reasons to control traffic, there would have been no reason to create or install traffic lights. Because "traffic" generally comprises vehicles (motorized or otherwise), the traffic was probably there prior to the lights. Certainly, there were mechanical traffic signals that preceded traffic lights, not to mention traffic officers who once stood at busy intersections to direct traffic on a regular basis.
No cruise control or fender mounted brake lights on a 2002 Tahoe could mean a short in the wiring or the ground wire has failed. No cruise control is also a result of a bad oxygen sensor. Most GM made vehicles have two oxygen sensors.
