If the broken yellow is on YOUR side, you may pass when safe to do so. You must have your car back in your lane before the lines become double solid yellow. If the broken line is on the other side, that lane may pass if safe to do so. If a stretch of road has only a broken yellow line, either lane may pass IF safe but you must now be extra cautious as to what drivers intend to do.

Two white (or yellow) parallel lines down the center of a roadway signify No Passing allowed.
It means that passing is allowed between two lanes going in the same direction.
A solid yellow line to the right of a broken yellow center line
A two lane roadway usually has a yellow dotted line down the center separating traffic lanes. When the line changes to a solid line, it means "No Passing". If the solid line is to the right of center then that lane has a "No Passing" restriction. When there is a double yellow line, there is "No Passing" in either direction.

The yellow is a stark contrast to the black/grey especially at night or poor driving conditions i.e. fog and snow - In some countries they use white which can "disappear" in poor condition yet use the yellow to mark restricted stopping and parking
The line(s) which run down the center of a roadway.
If you have a double-yellow stripe in the center of the road, then you are not allowed to pass. Same rule applies to a single yellow stripe, or when a solid line is on your side and a dotted line on the other.
That mean cannot park there . Another View: If it is in center of the roadway separating opposing lanes of travel it means NO PASSING.
