Naturally, I think you should slow down when you exit a highway but how much you should slow down ultimately is up to the driver. If you're not a very experienced driver then I would suggest that you slow down to the suggested ramp speed, which is posted before the ramp by a sign that has black letters and numbers with a yellow background. Those are suggested speed signs, those signs tell you a speed that you can safely take the ramp at.

As far as exiting in general, yes you should.
