Johannes Kepler is the German astronomer who devised the three laws of planetary motion in the seventeenth century. These laws describe the motion of planets in elliptical orbits around the Sun.
"Eponymous" means "Same name". The laws of planetary motion were devised by Johannes Kepler, and are generally called "Kepler's Laws".
With regards to the United States, each one of the 50 states has the authority to make election laws that fit the needs of the state's population. As long as the election laws do not violate the US Constitution, these laws are fine. And, through the process of state elections, citizens may vote to elect candidates that have better ideas on the state's election laws.
He devised the first known set of laws codified for every citizen.
