Yes, the council called an assembly which voted yes or now on proposed laws, war and other major issues. The number of citizens varied over time.

To be good citizens, you have to be obedient to the laws. The laws are in the constitution and paying your tax when due.

The courts were conducted by large juries who made decisions on guilt and sentencing - there were no judges to interfere.
