It tends to occur in countries where laws against it can't be enforced. What I mean is that the people or country that genocide is being inflicted upon or people whose job it is to protect others (such as the UN or police etc) don't have the capabilities to prevent it from happening, as they lack the funds, resources and manpower, so it can easily happen in that country. Because of this the common places where genocide occurs is in third-world countries or countries that have had a recent collapse of infrastructure, government and so on.

A few African, and Middle Eastern countries are third-world countries and therefore genocide can happen in them. A Warlord for example, could just raid a town and kill many civilians as people lack the ability to stop them.
