i know a .22 will because of the low velocity of the gun, but when it comes to physics i would have to compare a bullet proof vest to water. a .22 will go through a vest and water. a .38 .45 a 357 ect hits HARD so when shot at a vest they get destroyed from the impact and when shot at water they either bounce off or deteriorate this is pure speculation with a bit of physics so nothing is concrete.
