Gambling had always been a staple in Las Vegas, even before it was an incorporated city, before Nevada became a state. In 1931 Nevada became the first state to legalize gambling. It was the building of the Hoover Dam that brought thousands of laborers to the desert. Those men had nothing whatsoever to do on their day off, and nowhere to spend their earnings; so they sought the casinos and brothels in nearby Las Vegas. The rest is history.
