"To provide for the common defense" is a phrase in the preamble to the US constitution, it signifies one of the reasons that the individual states are banding together in a union: to provide an effective, unified military force to protect all of the states together (as opposed to each state fielding it's own military to protect itself independently).It means that the government will have the power to form whatever is needed (Army, Navy, Air Force, Marines, Coast Guard, etc.) to protect Americans from foreign enemies.
The japenese dont have an army. According to Japans constitution in article nine Japan is military restricted. The constitution also renounces declaring war an get in international disputes when it comes to military action.

They are establishing (a form of) justice; ensuring domestic tranquility, as in, people can be arrested for disturbing the peace; providing common defense (we do have an army fighting for our continued freedom!); promotes general welfare - gives people a chance to live a free life as they see fit; and it secures our liberties further given in the Constitution not only for ourselves, but for our children, our posterity, as well.
