I believe you may marry a Romanian citizen without becoming one first. Later it would be easier. I don't know which formalities are required at present; some time ago one needed a whole load of documents. You could check on the site of the Ministry of Foreign/External Affairs: "Ministerul Afacerilor Externe". Every major site in our country has an English-speaking variant.
