Who's at fault if car1 is turning left out of parking lot and car2 stops on road and waves car1 ahead because car2 is turning right into the lot and car3 behind car2 passes on wrong side and hits car1?

Car #3 is At Fault! The person turning left got a break from car #1 to make that left hand turn. Car #3 saw what was going on, came up an inside lane (against the law) and hit Car #1. Car #1 can collect damages from Car #3, and I hope Car #2 sticks around as a witness because Car #1 is going to need it unless there were other witness'. Car 1 is at fault for failing to properly yield to other cars while entering the road! If it were illegal for car 3 to pass car 2 for some reason, or car 3 was operating at an unsafe speed, they might share blame. But car 3 clearly has the right of way and car 1 failed to yield, and car 2 may be liable for creating the hazard by being stupid and waving car 1 into the path of oncoming traffic.

Which direction was the car 2 trying to turn? Were they trying to turn onto the same road as car 1, turn off of the road they both (car 1 and car 2)were traveling,or trying to beat car 1 and try to make the turn and didnt make it.Really depends.Cause if the car 2 was turning opposite of car 1, then it's car 1's fault. If towards car 1 ,then it's car 2's fault.They should have either looked better or had more pateince. If the car that was turning off actually EXITED the lane, it's there fault. However, never pass a vehicle in your lane. That's just bad news bears!

The car with the sudden change in direction is at fault for not giving the passing car ample time to slow down. This assumes both cars were going the speed limit. It's the driver's responsibility to check the lane that they are moving into, to ensure there are no other cars (checking blind spots, mirrors, etc.)
