Well, John Locke argued that government was a contract between the ruler and the people. And because the contract had been bound to both sides, the ruler's power would be limited. Just like in the Preamble where they were trying to form a new government and limit the power of the ruler of the government.
An autocratic ruler has got unlimited power and usually does not allow, not even formally, that others than himself and a close follower group have a say in the government.
Absolute monarchy (there are different types)
No dictatorship is a form of government. Anarchism means no leaders in Greek. A dictator which is the ruler in a dictatorship is an authoritarian ruler who assumes sole and absolute power, without a blood line (hereditary or king and queen). Iraq when Saddam was in power it was a dictatorship, but the people elected him into power. The dictator has full power on the government, the state, and the military.
