Anybody can - but the important thing is that the idea be given to a Congressman. In America, the US Congress is the political body that creates new laws so they are the ones who would need to be suggested to so that they could decided weather or not the country needs the new law. At least that is how it is supposed to work. Congress is the group in the government that is Constitutionally supposed to make/create new laws.
