In the US the order of a prosecutor, in and of itself, is NOT sufficient to expunge a record, in the accepted meaning of the word expunged. Depending upon the state in question it is customarily an official much higher in the government hierarchy who has that authority and a formal legal petition/action for expungement must initiated.
