No one.

A president can only appoint someone to represent the country of which he or she may be president. He or she cannot appoint someone to represent America.

Added: The President appoints an ambassador to represent the interest of the United States. The current ambassador to Egypt, Ambassador Margaret Scobey, was named in 2008.
