It seems unlikely that the US would ever agree to relinquish its sovereignty, however, if such a thing were to happen, it would be by act of Congress, duly signed by the President. Perhaps someday the nations of the world will seek to create a world government to which they will all be subject, and if so, that would be done by means of a treaty, which would be created by the same legal mechanism as any other treaty, even though its consequences would be much more far-reaching.
