Both of you ! The pedestrian is At Fault for not obeying the traffic signals and you are at fault for not paying enough attention to what's around you while driving. A green light is not an automatic right to proceed - it's a priority signal !

Whose fault is it if you are making a left hand turn on a green arrow and you get hit on the passenger front fender?

It is generally the fault of the other person if you are hit in a front fender while making a turn on a green arrow. If you have the signal to make a turn, the other person generally does not have the green light as well.

Who is at fault when collision occurs and one driver has flashing yellow and other has flashing red light?

The person at fault is the one that ran the red light or the amber light. Rules of the road are .... if you are already out in the intersection to make a turn on a green light and the light goes amber and then possibly turns red, you are inside the law, but, if you race out into the intersection on an amber light and it turns red and you get hit, it's your fault. EXAMPLE: A vehicle screamed out into the intersection on an amber light, then suddenly the light turned red and the oncoming traffic started up and hit that vehicle then it's the person who raced out into the intersection. Who is at fault when hit on the passenger side when making a left hand turn?

This question is very broad. More specifics are needed to determine fault. Who was turning left? Were you at a light, if so did you have a green turn arrow or light? Who had the right of way. Were there cars behind you, in front of you? What was your speed? Were there witnesses? Were the police called, is there a report? Were you cited or ticketed?

If you ran a red light and someone hit you on the side rear who fault is it?

if you ran the red light, the police and insurance company will almost always find you at fault. you did not have the right of way at that intersection.

Who is at fault when a car is already in an intersection and another car darts out in front of you to make a left turn and you hit them?

What ever car was turning is at fault unless they had a green arrow. you have the right away when it comes to 4 way stops with the turn lights.. if the turn light isn't on then they have to wait for you.

How do you decide who is at fault if an individual traveling through a yellow light is hit by someone who is making a left turn?

A yellow light is a caution light. Therefore the person who is making the left turn is entering into traffic and is the one at fault.

Are you responsible when you hit a car that was stopped at a green light?

yes

Can you turn left when the traffic light is green or do I have to wait for the green turning light?

Depends. If the light has a sign next to it that says 'Yield on green light' it means you can go when the light is green and there is no traffic coming from the opposite direction that could hit you. If there is no sign wait for the arrow.

Do it depend on where you hit someone when backing up to determine who's at fault?

Yes i think that if you are hit in the foot its their fault if you are hit in the stomach, its your fault.
