There are certain criteria one must fulfil to be eligible to vote in the UK:
The above criteria is for General Elections. Members of the European Union who are living in Britain may vote in local elections.
You should note also that "idiots" or "lunatics" (words taken from legislation - those in mental institutions) and prisoners are ineligible to vote.

All cardinals under the age of 80 are eligible to vote in the conclave. Any cardinal over age 80 may attend the conclave as an observer but does not vote.
