There are currently no independents serving in the House of Representatives as of 2014. There are two independents serving in the Senate.
The Clerk of the House serves as the presiding officer of the US House of Representatives until a new Speaker is elected. That person would be the one to call the representatives together.

I'm sorry... I asked the wrong question.... I thought the House had 538 members.... that's the Electoral College. The House, for good reason, has an odd number of members. If there were, for example, 217 Republicans, 217 Democrats, and one independent, the independent could caucus with one of the major parties to form a coalition majority.
