Who makes the laws in France?

The parliament makes the laws in France. It is composed of two chambers (like in the US or the UK), the Assemblée nationale and the Sénat. Proposed laws can originate from the government as well as from any member of parliament, but they will have to go through the two chambers before they are accepted as laws.
