The youngest-ever female serial killer may be Mary Bell, a ten year old who murdered several playmates. I hate to burst your bubble, but Mary Bell was not a serial killer by definition. She was responsible for only 2 murders(proven and confessed). 3 or more victims are required to fit the Serial Killer criteria, so she is not a Serial Killer. She only killed 2 of her playmates at different times.

///There are rumors that the FBI wants to change the three-victim minimum to two victims to qualify as a serial killer. I'm not sure if the change has been made or if it is still being discussed.

There is speculation as to Ted Bundy's first kill. When he was fourteen and a paperboy, a young girl went missing and was never found. Nobody was ever charged with her disappearance. At the time I'm sure nobody would have ever suspected Bundy, but only in hindsight did questions arise.

But one we know for sure is serial killer Carrol Edward "Eddie" Cole killed his victim at the tender age of nine years old. A boy that had been teasing him about his 'girl' name was held under water by Cole while swimming at a local swimming hole. As with Bundy, Cole was never suspected, and in fact everyone thought the boy's death was an accident.

The serial killer George Nelson aka Gorilla, aka Monster, killed when he was young also, and it was another younger child. I'm not sure if he was charged with this early murder.

Unfortunately, serial murder is not a new crime. One of the earliest documented serial killers was the French nobleman Gilles de Rais. de Rais, born in 1404 began killing after becoming interested in the occult. In 1432 the Frenchman crossed the line and lured young boys to his residence where he raped and murdered them. He was executed in 1440.

Countess Erszebet Bathory killed 600 young girls after the death of her husband in 1604. The Countess was also interested in the occult. Because she was of royal blood she was spared from execution. Instead she was locked away in the tower of her own castle where she remained for the rest of her life, which was August 21, 1614.
