If you knew the tattooist was unlicensed before you had a design done, you can't expect to win a case against them - as you chose to enter their business and have the work done. Sure - the tattooist could be prosecuted for unlicensed practice - but that case would be brought by the state - not an individual customer.

Well first off if the Tattoo was not at a shop I would go to the doctor and have them look at that. If the tattoo was done at a parlor I would call your tattoo artist and ask him if any of the tattoo work would of had any part of the color.
