It's important to understand how killers like Bundy operate. All of their lives they have 'dual' lives in a way. The one that nobody sees until its too late, and the one they show to the world. The one that enables them to walk among the masses, their true self hidden. They need this cover. Without it they would not be able to do what they do, which is kill. Nobody in their right mind would have gone with Bundy if he showed his true face, hence the mask.
