During the Progressive Era, new laws and Supreme Court rulings were passed that aimed at breaking the undue power of large corporations, which were doing a lot of shady stuff at the time. The FTC was a part of this; its initial purpose was to protect the people against false advertising, and to ensure that business competition was not being done unfairly.
