America was founded out of a belief that people should be free an their rights should not be infringed by the government. Americans want to protect themselves from a big, all powerful government. That is the reason for the system of government we have in america, and the checks and balances that are in place.
They were concerned above giving too much power to a central government. The Bill of Rights served to list things the government could not do.
Americans wanted to limit the power of the central government, especially in the period right after the American Revolution, because they were wary of having a too-powerful central government that could oppress them like King George III.

Any central government by definition is in power. If it were not in power it would not be a central government.
The states would have too much power.
Articles of Confederation
The Federalists supported the stronger central government created by the US Constitution. The Anti-Federalists opposed giving the central government more power than the states, or too much power over US citizens.

They had just fought a war to break away from Great Britain. They fought to break away from a strong central government. They did not want to have a strong federal government because they feared that a strong central government would have too much power. If that were to happen our own government could turn into another Great Britain. Look at our government right now, this is what our Founding Fathers wished would never happen to us.
They were aware that too much power at any level of government could eventually lead to abuse of power.
The type of government where the central government has all the power and the people have none is called a dictatorship.
