The idea of an elected chief executive was a new one. Kings ruled because their fathers ruled and many people believed they had a divine right to rule. Many people thought that God had created a race of noble people who alone had the ability to rule. The idea that common people, chosen by other common people could rule like kings was truly radical, no matter how they might be chosen. The ideal that a ruler would voluntarly and peacefully give up his power when his term ended was also radical. Thus it was no doubt difficult to work out the details of an election process.
