Britain is NOT soft on crime, as the tough response to last Summer's city riots proved to be the case. Every nation has it's own approach to crime based upon the individual history, culture and social nature of the country concerned- you can't have one single blanket system that is suitable for all the nations of the world, as they are all so different, and their peoples have different characters.
Britain measures it's history in thousands of years, as oppose to the USA, which measures it's history in Centuries- it's a case of 'different strokes for different folks'. We have no gun culture, no death penalty and far less racism than the USA has; that might seem a strange and alien concept to you, but we tailor our justice system according to the way our society is, as every other country in the entire world does (apart from those with totalitarian governments).
No, Britain does not have the lowest crime rate in the world. Quite the opposite infact, Britain is ranked as having one of the highest crime rates in the world.
Britain has a higher crime rate than the US. About 60 Britains could fit in the US, and the US has about 5 times a higher population than Britain so of course the crimes would be a higher number, but when you put it too even weighings, Britain would have a higher crime rate. Britain is 11% crime rate of over all population (about 60,000,000) and America is 4% crime rate of over all population. (311,000,000)
Whether or not New York is soft depending on what you're talking about. They don't seem to be soft on crime.
what was the crime and punishment like in 1950s
Yes, in some countries. I know it is not a crime in Britain, Canada or Sweden for starters.
In Britain, punishments certainly do not fit the crimes, many of our laws are outdated, and many sentences are too lenient. Petty crimes often incurr heavy sentences, whilst serious crimes incurr too light a sentence. The reason our prisons are overcrowded, is that there are not enough deterrents in place, and most people know, that our punishment laws are very much a "soft touch".
Littering.
Yes, it is possible that the bed is too soft for your comfort.

Yes. What they do not have is crime control.
Very effective in crime detection although they could have improved in their crime prevention but this is due to the lack of technology and knowledge at this early stage in the development of Britain.
