Congress can only designate holidays for government offices and employees. The US does not have any "national days" as other countries do. Also, the government can't force any state to observe a particular holiday. There is only one religious holiday that is a federal holiday, Christmas. Some claim that it is because of the separation of church and state.

Why isn't Easter a paid holiday?

It depends on which country are you living in. It also has to do with the fact that Easter is a "religious" holiday, as well as Christmas and technically Thanksgiving. The difference with Christmas being Paid- holiday and Easter not being paid is for the simple fact that Easter is a christian celebrated event to celebrate the resurrection of Jesus Christ , thus the Government cant submit to one religion, therefore Easter Day cannot be labeled a Federal Holiday
