For example, a person who is robbed and whose clothing is torn off would probably not be charged with indecent exposure, because he or she does not intend to shock people by not wearing clothing.

Additional: The difficult distinction to make about this offense is that this act can be considered both a sex crime as well as a "public order/public decency" offense. It comes down to judging the intent of the perpetrator as well as the time, place, and manner in which it went down, as to what type of offense was committed.
