To ensure that they do not abuse their powers in ways that would harm citizens (the people giving them their powers), certain rules are in place; guidelines as to how police may make use of their powers. Police brutality is one example of a willful violation of such rules, and is an indicator on the part of the individual committing the act of police brutality that he or she is willing to disregard the rules that citizens have decided upon, and cannot be trusted with police powers.
